However, unfortunately, though hardly surprising given the sheer number of uniform endeavors going on during that period given the three simultaneous productions (!), things were a bit of a mess on all fronts ...
Specifically, that production year, there began a trend of beginning/extending the armscye trim on(to) the yoke and shoulder point trims. This trend was inconsistent but nevertheless prevalent in all three productions.

We saw this on Captain Picard's DS9/NEM "captain jacket" that production year in Insurrection as well.
We believe it worth noting that, prior to this production year, the armscye topstitching never extended onto the yoke/shoulder point trim.

Once this inconsistent topstitching trend had been put in motion, The Powers That Be weren't shy about showing both versions on screen simultaneously!

As mentioned previously, that production year gave us Insurrection, which, curiously, was something of a "mix and match" with the construction styles amongst the DS9/NEM family of uniforms.
There's the aforementioned topstitching issue:

This clearly establishes that Picard's jacket was not simply reused from First Contact (unless somebody has removed the lining, extended the armscye topstitching onto the yoke/shoulder point trims, then closed the jacket again, but considering how far-fetched that possibility is, we're comfortable ruling it out.)
Other than that, however, Captain Picard's two jackets (from First Contact and Insurrection) appeared more or less identical.
