What's odd about Captain Picard's jacket being more or less identical from First Contact to Insurrection except for the armscye topstitching, though, is that mitered corners at the top of the front opening and bottom of the shoulder points had been established and implemented for about two years on Deep Space Nine, yet the Insurrection costume department continued to employ the rounded corners from First Contact!
One might assume it was simply case of costume recycling, but we know the TNG crew's division shirts were upgraded for Insurrection, and the Captain Picard jacket examples on the previous page establish that his "captain jacket" was also new for the movie, so ... why?
Nor were The Powers That Be shy about showing the two construction styles on screen at the same time!

Note that Worf's DS9/NEM duty jumpsuit (likely a re-use of his existing uniform from Deep Space Nine) had mitered corners at the top of his front opening and the armscye topstitching did not extend onto the yoke/shoulder point trim, whereas Picard's DS9/NEM "captain jacket" had a rounded front opening and the armscye topstitching did extend onto the yoke/shoulder point trim.
We also saw the lieutenant apparently in charge of the duck blind wearing a DS9/NEM duty jumpsuit with mitered corners while she conversed with the TNG crew, all of whom had rounded front openings.

So again, why Captain Picard's DS9/NEM jacket, newly constructed for Insurrection, had a rounded front opening instead of the mitered corners, who can say?
Perhaps it truly was an intentional stylistic difference between the movie and television franchises - but that doesn't explain why some uniforms had the mitered front opening (such as Worf and Lieutenant Duck Blind), nor does it explain why the DS9/NEM uniforms in Nemesis all adopted the mitered corners!
The most likely explanation is probably that a new DS9/NEM "captain jacket" was made for (now Sir) Patrick Stewart using the existing pattern and instructions from First Contact, and somehow nobody thought to amend it - or any of the TNG crew's - with the more recently and thoroughly established standard on Deep Space Nine.
The same issue was true for the shoulder points on Insurrection - that is, they were rounded, whereas the style for the last couple years or so on Deep Space Nine had been mitered.

Again, Worf was an exception in Insurrection - and, again, perhaps because he was wearing his existing uniform(s) from Deep Space Nine.
And, once again, The Powers That Be weren't shy about showing the curved and rounded shoulder points on screen at the same time!
